How the hell can i shut up my neighbors dogs?

Ok so when I was on vacation new neighbors moved in and they have two sausage dogs that are freaking insane! They yap all the time... so my other neighbor told them that they needed to lock up their dogs at night because it is a noise disturbance, so for a week they did so, but during the day they leave them out facing my side and if you walk outside then they bark (annoyingly) without stopping, even if you mow the lawn, and the owners don't give a damn they clearly have no culture or proper upbringing. So any solutions? does anyone know something or gimmick that i can use to shut the dogs the hell up? Is their a low pitch whistle or scent or something that I can buy out there, just something to get at these pests. Thank you, and no I don't hate dogs hell I love dogs had a Lab for many years and miss the old boy, but these are untrained annoying and very crazy dogs.
