What are the bumps on my horses legs?

Today I noticed bumps on Sugar's legs that seem to be sore to the touch. From what I can tell they almost look like mounds of grey, dry, skin (not really like scabs, but maybe). Flies have been bad the past few weeks, could they be the cause
